For foreigners who have built their careers, businesses, or families in Singapore, Singapore Citizenship may represent the next stage of a long-term relationship with the country.

While Singapore Permanent Resident (PR) status already provides long-term residency, citizenship comes with additional rights and responsibilities. Understanding the benefits of Singapore citizenship can help PR holders determine whether it fits their long-term plans.

Why Become a Singapore Citizen?

1. Full Citizenship Status

Singapore Citizens have a legal status that is different from Permanent Residents. Citizenship provides a more permanent connection to Singapore, without the need to maintain PR-related requirements such as a Re-Entry Permit when travelling overseas. PRs need a valid Re-Entry Permit to retain their PR status while outside Singapore.

For individuals who consider Singapore their long-term home, citizenship can provide greater certainty regarding their residency status.

2. Singapore Passport

Singapore Citizens are eligible to hold a Singapore passport, while PRs continue to travel using their foreign passport. Singapore citizens can apply for or renew their Singapore passport through ICA.

For people who have established their personal and professional lives in Singapore, having a Singapore passport can be an important part of their long-term relocation decision.

3. Voting Rights

One of the key differences between Singapore PR and citizenship is the right to participate in national elections.

Eligible Singapore Citizens aged 21 and above can be registered as electors, subject to the relevant legal requirements. PRs are not eligible to vote.

4. Access to Citizen-Specific Benefits

Some government schemes provide different benefits or subsidy levels for Singapore Citizens and PRs.

For example, Singapore Citizens and PRs are both covered by MediShield Life, but applicable healthcare subsidy rates can differ between the two groups.

Housing policies can also differ. Certain HDB schemes and grants are specifically structured around Singapore Citizen households, and HDB provides a Citizen Top-Up for eligible households when a PR household member subsequently becomes a Singapore Citizen.

5. Long-Term Family Planning

Citizenship can also be an important consideration for families who intend to make Singapore their long-term home.

For families already living in Singapore, citizenship may form part of longer-term planning around residency, housing, education, and family arrangements, depending on individual circumstances and applicable government schemes.

How Can a PR Become a Singapore Citizen?

One of the main pathways is available to individuals who:

  • Are 21 years old or above; and

  • Have been a Singapore PR for at least 2 years.

There are also separate pathways for spouses of Singapore Citizens, certain children, students, and aged parents of Singapore Citizens.

Meeting the eligibility requirements does not guarantee approval. ICA assesses applications individually, considering factors such as family ties, economic contribution, qualifications, age, family profile, length of residence, integration, and commitment to Singapore.

ICA currently states that citizenship applications are processed within 12 months, although some applications may take longer.

An Important Consideration: Dual Citizenship

For many foreign applicants, one of the most important considerations is nationality.

Singapore does not allow adult dual citizenship. A person who wishes to renounce Singapore citizenship must generally be at least 21 years old, of sound mind, and already have acquired another country's citizenship.

Therefore, moving from Singapore PR to citizenship can involve a significant decision for individuals who currently hold another nationality.

Singapore PR vs Citizenship: A Different Level of Commitment

Singapore PR and citizenship provide different levels of rights and responsibilities.

For some foreigners, PR may be sufficient for maintaining a long-term base in Singapore while retaining their existing nationality. For others who regard Singapore as their permanent home, citizenship may be part of their longer-term plans.

The decision depends on factors such as nationality, family circumstances, career, business interests, housing plans, and long-term residence goals.

Frequently Asked Questions

Can Singapore PRs apply for citizenship?

Yes. One of the main pathways allows PRs aged 21 and above who have held PR status for at least two years to apply, subject to ICA's assessment.

Does becoming a Singapore Citizen mean giving up my original citizenship?

Singapore does not allow adult dual citizenship, so this is an important consideration for foreign applicants.

Do Singapore Citizens have more housing benefits than PRs? Certain HDB schemes and housing subsidies have different eligibility conditions for Citizens and PRs. The applicable benefits depend on the household and property circumstances. Is Singapore Citizenship automatically granted after two years of PR? No. Two years of PR is an eligibility requirement for one pathway, but approval is subject to ICA's assessment.
